The MVP should be narrow enough to ship and strong enough to prove the rail.
UAE Controlled Pilot
First release: external-asset intake, accountable origin, controlled discovery, eligible access requests, provider routing, reporting and billing. No in-house issuance of third-party RWA tokens or custody. A paid workflow may be delivered manually behind controlled permissions; no real allocation before the legal/provider gates are implemented.

Success Definitions
Two institutional accounts are a Year 1 target, not signed partners. The 5,000-account discovery target is aspirational: identity/profile completeness, consent and segment fit must be defined and measured separately from KYC, offer eligibility and investment. Track cohort activation, renewal, cost and response. Fifty routed opportunities are pipeline events, not fifty settlements.
Acceptance
Before external pilot: server-side identity/RBAC, data isolation, document storage, audit events, tested state transitions, provider integration, legal disclosure and incident response. Prototype localStorage, simulated KYC and demonstrative hashes do not satisfy those conditions.
