Founder: complete named UAE prospect and provider registers, attach operating-metric sources and confirm advisor consent. Counsel after funding: finalize BVI/Cayman structure and UAE customer-market permissions, classify fees, allocate responsibilities and review financing/IP. Technical owner: estimate the narrow pilot and provide security/integration acceptance evidence.
